Photoshop Elements: not being able to see a menu just i small arrow which I click on to get all the options such as get photos from camera

I currently own Photoshop 8 I have struggled through the last couple of years with not being able to see a menu just i small arrow which I click on to get all the options such as get photos from camera, so I decided before buying Photoshop 9 I would try it out first, well now the little triangle has gone so after lots of reading on your help site with no success I called India for help, at first no help being an old customer service guy I thought try again this time same thing okay ask for supervisor, change your DPI to 100, okay changed it well guess what it changed every thing about my computer for the worst, except I now have a menu bar which I can read but now the print in my other programs are so small i cannot use it, so I reset the DPI the rest of the programs are back to normal but I cannot use Photoshop because I have no menus.

Jeffrey the only problem with resetting the DPI to 100 it fixes photoshop but ruins the rest of my programs, I have a 22" LCD monitor it reads a lot better set at 125, I just do not understand why all the other programs can work at this setting except photoshop.
I hope you can help me with this problem.

The default DPI (96dpi) is one of the published system requirements for the software:

I'm not sure why the requirement. I can bring it to the attention of engineering.

My only options are 100%-125%-150% no 96???

Those are percentages from the default 96DPI. 100% = 96DPI

Okay I get it, is there not another way because 96/100 setting ruins all my other programs.

I want to make a new catalog but I dont have file menu at the top of the screen in Elements 9. Organizer. How do I get it back, It must be somewhere.
