Broken Pen Pressure on Photoshop 2019

Hi all, 
my first post here about problem of pen pressure in Photoshop.
using WACOM Intuos PTK-440 since 2012. but form last year, once I updated my Applications with Adobe CC, Im facing some strange issues with pen pressure.  its not working properly. cant work at all with that problem. " when I draw any line or circle, sometimes it works with good pressure sensibility, sometimes like no pressure. almost like solid line with mouse" tried all possible way to solve this issue but still remain same. 
- Updating driver = no result
- windows Ink on/off = no result
- PSUserConfig.txt = no result
- Pen flick settings unmark flick = no result
- Photoshop Brush pen pressure enable = no result
- Pen settings turned off Windows Ink = no result. 
- restart wacom service = no result.

so thats all the way I tried. I dont think i missed any youtube video suggestion as well. now my wacom is totally useless without pressure sensibility. also same problem with ZBrush as well. 

Can anyone give me proper solution?

Why isn’t my pen pressure sensitivity working?

Many graphics applications have built-in support for pressure sensitivity that require you to turn on pressure capabilities within the application before the pen will respond as a pressure-sensitive tool. A loss of pressure sensitivity could also be caused by interference from another device near the tablet, or by the use of a specific software or plugin. Incorrect driver settings and pen defects can also cause you to lose pressure sensitivity. The following steps will help you determine if any of the above issues are causing your pressure sensitivity problem:

- First, make sure that the driver is installed, and that your tablet is connected correctly to the computer.

- Reset the driver preferences to ensure that a specific setting isn’t causing your pen issues.

- Next, try to test the pen in a different software.

If your pen pressure isn’t functioning after walking through these tests, you can use the diagnostics panel and the diagram below to determine if your pen or hardware is defective.

Using the diagnostics window to check pen functionality and pressure sensitivity:

The diagnostics window plays a central part in detecting hardware issues, and will help you get a quick overview of the status of your tablet and the current pressure of your device. You can access the diagnostics dialog, based on your operating system, as follows:

Windows
Open “Wacom Tablet Properties,” then click on “About.” In the About dialog box, choose “Diagnose”

Mac OS X
Open the System Preferences, and choose “Wacom Tablet,” then alt-click on “About” to open diagnostics

If the pen pressure status in the diagnostic window, or the diagram below, indicate that there’s a problem with your pen or hardware, please contact Wacom Customer Care via the online form, or reach out to our Support Team at 1-855-MY-WACOM (699-2266), Monday - Friday, 6am to 6pm PST.

Facing for last 6 months or more. Tried all these way. 
wacom diagnosis shows no problem on device. 

problem same with Zbrush as well. I did connected another wacom to my PC problem same. then I did connected mine to another PC, there it works like charm. 
so seems problem may be with my OS. :/

Have you reached out to Wacom technical support? I have found them to be very helpful over the phone and great with follow up.

Had the same problem  ever since I spent $350. on one of "the best"  Wacom Intuos Pro.

Problem comes and goes with various updates of Win10 or Wacom drivers.

Problem gets resolved ... comes back ... un check "ink" ... it WORKS ! ... then weeks or so problem returns ... CHECK ink instead .... resolved !!! .... weeks or  hours ... problem returns.       Adobe and Wacom no longer seem to care about us other than squeezing money out of us by selling something new.   My guess is it's a battle between Win Ink and Wacom with neither caring about us.    This is July 21, 2019 and I write because my sensitivity has just gone away AGAIN.  I have been searching the web and found this.

I used to love using Photoshop as one of my favorite programs .  I used it for 25 plus years.  NOW .... Adobe is the WORST !!!!   Their subscription based thievery along with their unintelligible tech support that just read from their screen are horrible !!!  I know how to use Photoshop but the glitches and changing menus leave me totally frustrated !

Did anyone resolve this issue?  It has recently come up for me.  I had to adjust the slider to get it to function yesterday and that seemed to be working but today that doesn't work anymore.  I have try also all of the steps above.  It works fine in Clip Studio, Illustrator, and with Mischief, but not in photoshop.  Seems to have occurred just after the 21.1.1.1 update.
