Photoshop: 2021: Make Selection command creates an inverted selection

Since I've upgraded to Photoshop CC2021, when I draw a shape with the pen tool and command+click on the path and select "Make Selection," the resulting selection is now inverted, meaning that the entire canvas is selected and the shape that I made is unselected. Previously, the shape itself would become a selection. This change is infuriating and makes no sense to me at all. Is there any way to revert to the previous default?

I now have to add a step to invert the selection every time I turn a path into a selection, and the "Add to Selection" and "Subtract from Selection" commands don't work at all.

What are you path operations set to for the path?

I suspect you have it set to subtract.

how did you solve this problem, i even tried JEFFREY'S option to EXCLUDE OVERLAPPING SHAPES but it still doesn't work

The setting should be new "combine shapes" or "new layer."

It does not work, I changed to different options, my two shapes merged instead of create a outside and inside cutout

Yes this is happening to me and it's INFURIATING.  Also, when I try to subtract from a selection when working with the pen tool, it tell's me no pixels were selected and then completely unselects everything.  WTF Adobe?
