Photoshop 22.4.3 won't let me use 3d features

Before I updated my Photoshop to 22.4.3, I was using 21.2.10 and it was working perfectly fine. Ever since I updated it, I cannot even use the eyedropper tool. Whenever I try to use it, it shows me this:

After going through Preferences and enabling 'Use Graphics Processor', the eyedropper tool still won't work and instead of the cursor, there will be a blocked icon. 
When I uncheck the 'Use Graphics Processor', the same message about 3d features comes up. 
I have already triple checked that my graphics card drivers and my windows is up to date.

I tried looking for solutions on YouTube but could not find any. There was a video about the unknown GPU error (the link I provided above) and people were able to work around that.
