photoshop (and other Adobe apps) on second monitor on Mac

I have dual monitors set up; a standard monitor and a Cintiq.  

My OS is Mac Mohave (10.14.6)

I want Photoshop to default to my cintiq, but don't want to make the cintiq my main display.  I can select Application Frame and drag it over, but the main menu bar (file, edit, etc) remains on the main display...which I don't want.  I also don't like using Application Frame, but if I turn it off all my panels revert back to the main display.  

Is there a fix for this? A way to change the default display for Photoshop?  Also an issue with Illustrator and probably many other, if not all, adobe applications on mac.
