Photoshop CC 2021 v22.3.0: Could not complete your request because of a program error

After updating to Photoshop CC 2021 v22.3.0 , I am unable to process images either by opening directly in Photoshop or via "Edit in ..." from Lightroom.  Error message is: Could not complete your request because of program error.

 

In 22.3.0, Edit | Preferences | Performance does nothing when selected - the options for this setting do not display at all (or occasionally it has given the same error message).

 

After reverting back to Photoshop CC 2021 v 22.2.0 the problem goes away.

 

In 22.2.0 I updated Edit | Preferences | Performance, deselected “Use Graphics Processor" and updated to 22.3.0 again.  I am now able to process images as before - obviously without "Use Graphics Processor" which remains unselected.  If I select this option in 22.3.0 I get the above error message again.

Could you please update Photoshop 22.4.1 version via Adobe Creative Cloud Desktop and it should resolve this issue for you.

Same here: Upgraded to 22.3.0, and on one computer, I'm perfectly fine, but on the other, I get a lot of the "Could not complete your request because of a program error." It happens a lot.

When I learned that I should turn off the GPU Acceleration option, I tried to go to the Performance preferences to turn it off and I get "Could not complete the Performance command because of a program error."

For now I've backed up to 22.2. I hope this can be fixed soon.

Me too, exactly as keith_445mmpinhu7cw describes, except I haven't tried re-upgrading to 22.3.

When I did have 22.3 installled, I could not open System Info (due to program error) but sniffer.exe reported the following:
