Photoshop doesn't support finger painting. It requires a supported stylus for painting.

How does this make any sense? The Windows UI recognizes and interprets taps and swipes the same as analogous mouse input. Does this mean Photoshop is intercepting touch input and disabling it on the canvas?

I'm able to tap the tool buttons, adjustment sliders, the color picker, etc, but the second my finger moves into the canvas input becomes unresponsive. What's the reasoning behind this?

No, it doesn't. Windows has very different event handling for touch input and stylus input.

Technically, at the very least, it supports usb tablets with styluses.. so it does in a way.
