Photoshop CS6: Keyboard Shortcut shift-F1

Photoshop 13.0 on Mac OS 10.6.8

It seems the Keyboard Shortcut shift-F1 has been assigned to switching the Color Theme (a feature I consider a waste of resources as it is).
I have been using that shortcut for years for the Filter Dust & Scratches and can actually assign it under Keyboard Shortcuts, but on the next start of Photoshop it will revert to switching Color Themes, even though I saved the Keyboard Shortcuts.

But maybe it’s a problem with my setup, so: Can someone reproduce the issue?

Hmm ... the issue seems even more peculiar to me now.
When I assign a different Keyboard Shortcut to Dust & Scratches and save the Set the shortcut seems to be lost when restarting Photoshop.
So is the issue with the Filter itself?
