Photoshop: Dragged layer from one file to another isn't visible

Dear Adobe Gripe #15346

"Dragging a layer from one file to another is a great feature. Except when the inserted layer is placed somewhere off screen for no discernible reason. Please fix this."

I tried to reproduce this issue in Photoshop CS5. Even dragging the layer to the layer apron (the grey area outside the canvas) placed the image on a visible area of the canvas. What might be happening is the layer that is added is inserted above the currently selected layer. If the layer above it is larger than the layer being added to the document, the new layer could end up under the larger layer above it.

If anyone has steps to reproduce this problem, let us know and we'll look into it.

Note that holding down the Shift key when dragging a layer from one layer to another will center the layer contents to the document bounds (if the bounds are of the documents aren't exactly the same). If they documents are the identical, it places the layer at the exact same coordinates as the original document in the target document.
