This is possible in Photoshop CS5. If you drag files onto the Application Frame background, the files will open in their own windows/tabs:



Note: tabbed documents can be disabled or enabled through Photoshop's preferences

If you drag files onto the canvas area of a document that is already opened, Photoshop will place each of the images as separate Smart Object layers:



Select [Place], [Don't Place], or [Cancel] or use the [Return] key to place each of the files as layers or Use the [Esc] key to cancel placing files:



Note: users can control whether they want files to be placed as Smart Object layers or traditional raster layers by editing Photoshop's preferences:



To open additional files in their own windows/tabs, drag the files either into the tab well area or on the Photoshop application:

"Why can't I drag & place files in CS4 photoshop like I could in CS3? At least have a shortcut for Place then!"
