Photoshop: Have to hold shift again to maintain proportions

When the new update came out, they updated so that you no longer have to hold Shift + T to maintain proportions. Now for some reason I have to start holding shift again. I have already checked the General settings and my "Use Legacy Free Transform" box is already unchecked. Using the latest 22.0.1 Help!

Legacy is always non-proportional. Instead turn off Legacy, and simply click the Link icon on the options bar and it will stick to whether you want to use proportional by default or not. Then the shift key does the opposite of what the link icon does.
