In Photoshop CS5, we doubled the nesting depth to 10 deep from 5 deep in Photoshop CS4 and earlier.

Nesting layers doesn't come for free in terms of computer processing/performance so the limit wasn't removed completely to avoid performance degradation.

Is PS processing performance still degraded by nested folders if the folders are purely organizational, like they have no layer masks or layer styles applied to them?

I have a PS file with lots of vector shapes in lots of nested folders and when its open PS tends to run slowly.

Now, I am wondering if this is caused more by the numerous vector shapes or the numerous nested folders.

The folders themselves are purely organizational. They only serve to help me organize the sub layers into groups. They have no layer masks or layer styles applied to them.

That's okay. I appreciate the offer, but I'd rather not share the file.  Still, I am curious about the way PS works in theory. You say theoretically even purely organizational folders with out layers masks or layer styles could possibly slow performance?

It's possible. Each group has to do blending with each internal object.

What I would do with you file is make a copy select all layers and hit cmd shift g a few times until all the groups disappear. See if the performance is better. 

I can make arrangement to get your file directly from you if that helps. All files received from customers for troubleshooting are NDA.
