Photoshop - Wacom Menu Bug?

Hi. I have a Wacom 13HD Touch display and when ever I make Photoshop full screen on my Wacom's display and I try clicking one of the menu options at the top of PS ( ex. File, Edit Image) it bugs out and instead clicks the option, two options to the right. This isn't a calibration issue because the same thing happens when I Mouse over it with my optical mouse.

You need to contact Wacom and see if they know about this issue with their drivers.
It might be that you are triggering virtual buttons at the top of the tablet area, or that there is a problem with the coordinates returned by your tablet near the top of the tablet area.

Why would it be my wacom product when I get the same problem using my optical mouse to try and click the same menus.

Ok, I misread what you were trying to say there.

In that case you need to check your system for some utility that is modifying menu behavior or clicks near the menu.

Photoshop uses the system menu code, and gets the clicks and menu activation info entirely from the OS.

How do I go about doing that exactly? Where do I even begin to look for something like that? Also I have been experiencing this problem before and after I re-installed a fresh Windows 8.1 installation.

I also don't receive the problem with CS 4

I should also point out that this doesn't happen to other programs and it only happens to photoshop when it is full screen.

We don't know what all you have installed on your system, so we can't tell what you have installed that might be causing problems.
You have to look at your system, and try disabling utilities that you have added which might be interfering with OS menu behavior or click event handling.

This is a fresh installation of Windows....there isn't anything on this computer except for Photoshop...

Well, something on your system is making the wrong menu appear - but that doesn't happen for other users.
