I recently began experiencing the same problem. I'm running macOS Big Sur 11.1 and the 2021 version of Photoshop CC. I like to hold down the option key while using the brush tool to quickly switch the eyedropper tool on and off so I can pick up colors as I paint. Until this bug began, I preferred to do this using the option-key modifier button on my Intuos4 tablet. However, now when I use the tablet option button, it drops a sticky color sampler and constrains my brush direction along horizontal, vertical, or diagonal lines. This behavior is awful! It slows down my workflow immensely. I've removed the key binding that assigns 'I' to the color sampler tool, but it still does it. The info flyout menu does not appear to contain any option to disable color samplers. Using the option key on my keyboard still works as it should, but it's much less ergonomic.
Photoshop has also stopped letting me use a cursor that displays the brush size. Even though I have "Full Size Brush Tip" selected in my Cursors preferences, it's only showing the crosshairs now.
How can I fix these problems? I used to love working in Photoshop, but with these two bugs it's become extremely frustrating.
