Why isn't the keyboard shortcut Cmd + M used to Minimize the document window in every Adobe program except Photoshop on Mac OS X?

Cmd + M has been used to by Photoshop to bring up the Curves adjustment dialog long before Mac OS X adopted the keyboard shortcut for minimizing the active document window.

In Photoshop, Cmd + Control + M is the default shortcut for minimizing the active document window.

Users can change this by selecting Edit>Keyboard Shortcuts... and remapping Cmd + M to the command Window>Arrange>Minimize
