Generate Keyword Tags in Lightroom from Picture Location Information

Is there a way to generate Lightroom keywords based on the information in a picture's geotag? Ie: If I have a picture from Rome, I'd see the tags for Italy, Lazio, Rome all created in my Keyword tag. (if they didn't already exist) If this isn't a native LR feature, is there a plugin for doing this

Lightroom: Allow map module Time Zone Offset in "hh:mm:ss" format so you can correct map position errors from differences between camera and GPS time.

In the LR4 maps module (I haven't upgraded yet), there's an option to "Set Time Zone Offset" which allows you to enter a time offset. Typically this is used to correct for time difference between the time zone where the image was shot and the current time zone of the computer where LR is running.
