Photoshop: Why does resizing a document without a background layer causes transparent pixels on edges?

Resizing a document without a background layer causes transparent pixels on edges [see screenshot]. Currently to workaround the problem, I have to create a background layer before resizing image. Can this be fixed? BTW: This screenshot is using default bicubic resizing. But it may also happen

Display Transparent Backgrounds Distinctly

I wish Lightroom CC catalog had the option to display transparent backgrounds in something other than white. Many digital artists and scrapbookers (such as me) use LR to organize their elements and there is not distinction of those with transparent backgrounds versus those with a white background.
